Gameplay needs work
I like the fact that you picked a classic game that is rarely updated, but since everyone knows this game, if you don't copy the gameplay exactly, it isn't fun.

You're the first person I've ever seen on Newgrounds that wrote a Pac Mac clone that actually plays like Pac Man.
Needs some work on gameplay
The hopping around get's old really fast. IMO, it shouldn't last more than the first level. I'm not saying there should be full mobility, but there should be a lower level item before the tank treads.
Speed instead of attack, would make the beginning unbalanced.

If you are running a commercial web site, publicly released flash apps shouldn't have major bugs.
